This template is used to cite a template, ie. to provide a link to a template without having to type something like {{[[Template:Long template name|Long template name]]}}.

Usage: 

{{CiteTemp|<template name>}}

as in Language, or 

{{CiteTemp|<template name>|<alternate text>}}

as in language template.

To have the link enclosed in curly braces {{ ... }}, add the optional parameter br=, as in {{Language}}
